County Public Assistance Officer appointed on retirment in 1936 of Mr H Allen Armitage.
Responsible for re-organisation of staffing in April 1937 leading to creation of County District Officers and centralisation of adminstration of social services.
Responsible for major policy shift away from workhouse provision towards hospital and old people's homes provision.
Appears to have been bribed by John Poulson where in an article in the Times on January 20 1973 about a bankrupcy hearing Poulson admits to having paid "substantial sums to a company run by Mr William Shee, formerly a senior official of the Leeds Hospital Board. He said he had been forced by the Ministry of Healh to use Mr Shee's services after his retirement.
He denied Mr Shee had any connexion with obtaining a hospital contract. He agreed that he had given Mr Shee half the shares in an investment company he owned. Mr Hunter said "Mr Shee received a total of £17,500. Are you saying you did that inadvertently?" Mr Poulson did not reply.
