In 1928 Howell stood for election to the Urban District Council
23 March 1928 Stroud Journal published a pen portrait (including photo) of all 27 candidates.
Mr Thomas Howell of the Laurels, Nelson Street, Stroud was a candidate at the Urban Council election thee years ago but was unsuccessful in his efforts to capture a seat. He is fighting again, however, and as a Stroud trader of many years standing he will no doubt receive support and votes from a wide circle of friend and business acquiantances. Three years aog Mrs Howell also joined the fray but this time only Mr. Howell is offering his services.
